Minutes

The meeting was convened at the Vashon Chamber office. Present were: Board President James English, Secretary Steven Macdonald, and Treasurer Nan Hammett. Director Macdonald chaired the meeting. The agenda is attached as the last page of these minutes.

Review and adoption of minutes from prior meeting (3/11/03)

The minutes were adopted.

Treasurer's report

Treasurer Hammett presented an itemized report dated 4/6/2003, showing expenditures to date of $23,650.31. About 74% of these expenses were in Task 1, Technical Assistance. An amendment to the initially projected spending plan will be necessary, since the original plan called for 50% of spending in Task 1. The Board decided to shift $10,000 from Task 2 into Task 1.

The Board reviewed and approved the draft Work Progress Report, covering the period 3/1/03 to 3/31/03.

   Technical consulting services

Contractor progress and continuation were discussed separately for each contractor.

Kleinfelder. The Board asked Kleinfelder to stop work on all contracted tasks. They submitted a final invoice on 3/14/03.

The Kleinfelder contract with IRPPC expired 30 September 2002. Kleinfelder sent a document entitled "2003 amendment.pdf" on 2/19/03, which was found to contain errors. They sent a revised-corrected document confusingly entitled "2003 amendment V1.pdf" on 3/14/03, which was forwarded to our Ecology project officer. She replied on 4/1/03 that Ecy review was not yet complete. Due to an unwillingness to send any further funds to Kleinfelder in the absence of a signed contract, no payment on the March invoice was authorized by the Board.

IERE. The Board continues to be generally satisfied with the progress made by IERE on the three contracted tasks: R5 (technical consulting on environmental labs), R6* (technical consulting on sources of soil, soil amendments), and D1 (webpage). Secretary Macdonald was asked to communicate a desire for some minor webpage upkeep.

Earthworks Environmental. IRPPC has contracted with technical consultant Earthworks on four tasks: R1-4 (independent review, non-technical summary and critique), D3 (periodic column for island newspapers), D4 (framework for surveys), and D7 (production of focus/summary sheets and Event Surveys). Earthworks was asked to conduct review and summary of the Kissel-Weppner study of farm families. They sent the Board a well-written non-technical summary entitled "Vashon-grown Produce: Am I at risk?" which Ecology subsequently approved for distribution. Secretary Macdonald was asked to communicate it to newspapers and the webpage editor, with addition of a credit line at the end of the summary.

Earthworks was asked to conduct review and summary of the Ecy child use areas study, and they sent the Board two separate documents: a series of comments, and a draft summary. Because the latter was received only one day prior to the Board meeting, members did not have adequate time to read it. The Board is also undecided whether we prefer a single consolidated document, rather than a critique separate from the summary.

Earthworks was asked to write a short news article on the study of uptake of heavy metals into island wild plants, as well as a longer article for posting on the webpage. Drafts were reviewed and approved by VMICC-HMRC and Dr Schenck. After revisions, both were sent to Ecy for review and approval.
